His practice focuses in two areas:
- representation of manufacturers of building products and other interested stakeholders regarding energy efficiency, building codes and standards, and other regulatory issues related to building construction; and
- representation of large consumers of electricity and natural gas.
In representing large consumers of electricity and natural gas, Mr. Stone has assisted such clients in managing their portfolio of energy supplies, including development of strategic plans to obtain lower prices and/or improve reliability. He has negotiated power supply contracts with investor-owned utilities, rural electric cooperatives, federally owned utilities, state-owned utilities, and power marketers both at the time of initial plant location and for existing plants. He has negotiated natural gas supply and transportation contracts with local distribution utilities and supply contracts with gas marketers. He has participated in numerous state and federal utility regulatory proceedings (and in appellate courts) to protect client interests, including electric industry restructuring proceedings; merger proceedings; rate and pricing proceedings; fuel cost proceedings, RTO proceedings, and rulemakings; as well as addressing utility regulatory issues in state legislatures. He has personally appeared on behalf of clients before the Federal Energy Regulatory Commission, the state utility commissions of Arkansas, Colorado, Illinois, North Carolina, South Carolina, Texas, and Virginia and the appellate courts of Colorado, South Carolina and Texas.
Mr. Stone has testified before the Arkansas Public Service Commission, the California Energy Commission and the International Code Council on various energy-related issues.
Mr. Stone has spoken at numerous conferences, such as those sponsored by the American Council for an Energy Efficient Economy, the American Public Power Association, the Energy Efficient Building Association, and the National Association of Regulatory Utility Commissioners, as well as authored various articles and publications.
