Al Taylor joined the Washington, D.C. office of Brickfield, Burchette, Ritts & Stone, P.C. in November 2006. Mr. Taylor has represented clients on a range of issues in the energy regulatory and energy transactional fields, including proceedings before the Federal Energy Regulatory Commission (FERC) and various state utility commissions. Within the electric power industry, he has worked on matters for rural electric cooperatives, large industrial customers, joint action agencies, vertically-integrated generation and transmission utilities, power marketers, independent power producers, financial institutions and qualifying facilities.
Before FERC, Mr. Taylor has successfully drafted and obtained approval of applications to acquire and sell jurisdictional facilities, to sell power and to assume liabilities under the Federal Power Act. He has also participated in a number of hearings and settlement conferences. Before state commissions, Mr. Taylor has represented developers of power plants with almost 2,300 MW of capacity in their certification and permitting proceedings. He has also participated in a successful challenge to a utility's refusal to provide avoided cost rates to a qualifying facility.
Mr. Taylor also has a depth of experience in transactional matters, including drafting and amending a variety of contracts and other agreements. He has also performed due diligence reviews for the acquisition of generating facilities, and vertically-integrated and transmission-only utilities.
Prior to joining Brickfield, Burchette, Ritts & Stone, P.C., Mr. Taylor was an associate at Dewey Ballantine LLP, Venable LLP and Shaw Pittman. Prior to finishing law school, he was an environmental engineer at the Washington Suburban Sanitary Commission, where he provided engineering and regulatory support for water and wastewater treatment operations.
