Mr. Rose is Of Counsel at Brickfield, Burchette, Ritts & Stone, P.C. He is a graduate of the University of North Carolina (B.A. 1973) where he was Phi Beta Kappa. After service in the Navy as a deep sea diver, he graduated from the University of North Carolina (J.D. 1980) where he was Captain of the International Moot Court Team. A former Legislative Assistant to Rep. Charlie Rose (D-NC, retired), he is a member of the Bars of the District of Columbia, and the U.S. Court of Appeals for the District of Columbia, the Fourth and the Fifth Circuits. He is also a member of the Antitrust and Utility sections of the American Bar Association and a member of the Energy Bar Association.
Mr. Rose has extensive counseling, transactional and litigation experience in the electric utility and natural gas industries. He has drafted and negotiated dozens of power and gas supply contracts, as well as joint ownership participation, transmission, scheduling, pooling, and interconnection agreements on behalf of rural electric cooperative, municipal, PURPA-qualified generating facility and industrial end-use clients. He has litigated numerous rate, merger, certificate, and open access transmission, regional transmission group, contract, and anti-trust matters before the Federal Energy Regulatory Commission, the Securities and Exchange Commission, several state public utility commissions, and various state and federal courts, including three cases before the United States Supreme Court. He also has participated in several state electric utility restructuring proceedings and has drafted various federal and state rulemaking comments and proposed legislation.
